What kind of question is this? Of course marriage shouldn't have a renewal or expiration date. Is this was marriage has become now-at least in the U.S.? It's really sad. To me, marriage should be a lifelong commitment to the other person and you should stay with them. If you don't want that, then DON'T GET MARRIED. It's that simple. Really, it's annoying how trivial marriage seems to have become. No one seems to think it's sacred anymore. At least in Hollywood...

That would be such a needlessly complicated dumbass rule from a practical standpoint, too. What if one of the partners is unavailable on the required renewal date?

I'm more amazed by the stupidity of this question. Whoever put it in seems to confuse a few things. OK, I don't know about the US, but in most of Europe, the marriage licence just states that two people are legally allowed to marry. As in, they're over a certain age and aren't already married. So why the hell should it come with a renewal or expiry date? Usually, people don't magically de-age *snort*. As it is, the only thing that can take away your right to marry is that you want to marry someone of the same sex. And that's discrimination and needs to go.
